In order to design this building, the challenge has to center on generating an architecture that reflects the new contemporary and complex institutional entity promoted by the State, whose main idea is to provide an innovative taxpayer attention service.
The innovative proposal had to be articulated with the urban roots of the city of Rosario whose urban fabric is a continuous grid system and, at the same time, incorporate a building from the early twentieth century.
The relationship between the existing building and the project was based on creating a SYSTEM, a totality where the existing building is incorporated as one more element and is connected to the other elements of the project by the same system overall laws. They projected a series of courtyards, containers of freestanding buildings, and we moved to the roof of the building the expansion areas in order to recreate a new urban space of employees and general public interaction. These are common places for meeting and relaxation.
