The initial guideline of the project was the creation of a large park, which would revitalize the whole area. For this reason, we decided to restrict all vehicular traffic to a sidewalk level.
The next idea was to give a strong identity to the buildings of the new Civic Center program.
The current buildings in the site have a chaotic distribution. We have used this chaos to generate a new order and a new landscape by surrounding orbits that embrace the old buildings. Each program unit expresses itself as an identifiable and functionally focused building.
The premise has also been to generate a large meeting place emblematic of the whole, a civic plaza that brings together the most representative buildings.
